This is a long overdue and very necessary change. The documentation is clear and well thought out. The Panel on Research Ethics and the Secretariat on Responsible Conduct of Research should be commended for this revision. The one addition, I would suggest is a very simple dispute resolution method that can be accessed by scientific applicants or REBs if there is non compliance to the process.
