Panel on Research Ethics Launches the Draft 2nd Edition of the TCPS for Public Consultation

Ottawa (December 3, 2008)—The release of the draft 2nd edition of the Tri-Council Policy Statement: Ethical Conduct for Research Involving Humans (TCPS) is the culmination of seven years of consultation and collaboration between Canada’s research community and the members of the Interagency Advisory Panel on Research Ethics (PRE).

The TCPS was jointly developed in 1998 by Canada's three research agencies—the Canadian Institutes of Health Research (CIHR), Natural Sciences and Engineering Research Council of Canada (NSERC), and the Social Sciences and Humanities Research Council of Canada (SSHRC). The Agencies formed PRE in 2001 to interpret and promote the TCPS. PRE’s mandate is to ensure that the policy evolves to keep pace with changes in research and society at large.

The Panel has proposed substantial changes in the draft 2nd edition that include a new set of core principles, clarified definitions, simplified articles, and new chapters on qualitative research and research involving Aboriginal peoples.

Public engagement is essential to ensure the success of the 2nd edition of the TCPS. PRE has planned the TCPS Regional Consultation Tour 2009, scheduled to cross Canada from January through March 2009. PRE will showcase the TCPS at academic institutions across the country, inviting feedback from researchers, research ethics boards and administrators, research participants and the Canadian public.

The draft 2nd edition of the TCPS will be available for your review on the new PRE website in early December 2008 at pre.ethics.gc.ca. The website features an online registration form for the TCPS Regional Consultation Tours.

The first issue of the COMPASS e-Newsletter will coincide with the launch of the draft 2nd edition of the TCPS. The Interagency Secretariat on Research Ethics (SRE) and PRE welcome the opportunity to share news and resources with the members of your organization or institution.
